Vampire passives bug

There are 2 vampire passives that are not functioning as the tool tip states they should.
The first us savage feeding. The tooltip says it is supposed to out the target off balance for 2 seconds and stun them for 5 seconds after feeding completes with 1 skill point in it. It has done neither effect since Wrathstone dropped. Feeding happens with neither debuff being applied to the target. This is happening on all 3 of my vampires, 1 dunmer sorcerer, 1 altmer warden, 1 khajiit nightblade.
impact: Minor, mobs you can feed from are pretty weak and won't really do much to you before you can kill them. Still a waste of skill points since the passive is fully useless at the current time.
The second is that at stage 2 with both points into the passive the Supernatural Recovery is not applying the correct percentage of magicka regen. The tooltip indicates 10%, but upon doing the math my dunmer sorcerer is only getting 7% bonus regeneration. i only just noticed this one, so not sure when that became a problem.
Any input on this would be appreciated.
