Is there a bug or exploit allowing instant infinite ult generation in battlegrounds?

So, while doing an under 50 BG on my baby necro, I encountered a warden on one team who always had permafrost up and was constantly dropping repeated dawnbreakers in their own permafrost. The only way that's possible with normal in-game mechanics is to be emp in Cyro. So I was wondering if this was a known bug or exploit? I first assumed they were cheating, but I can't imagine that anyone would be dumb enough to risk it for an under 50 BG, so I figured that their must be something else going on. Anyone seen this before or know what was going on here?
