Character becoming immune to NPC leash

This is gonna be long, because I don't know the exact cause so I'll just dump what I did where.
tl;dr: due to some bug probably introduced with Elsweyr, my character becomes 100% immune to pulls by NPCs like Stranglers, including bosses like Chokethorn and Kra'gh.

Yesterday I was running Fungal Grotto I, got a couple disconnects on my end, one after a boss fight, the other during fight with the giant mudcrab. I know dying to a mudcrab is so 2014, whatever. Reset router, killed the crab, proceeded to the final boss. Shortly after the fight started, he bugged out -- stood in one place, spamming his pull move -- those upper back limbs extended and spewing lighting towards me, but not pulling, not doing any damage. When I came closer to him, he switched to his close-range rapid strikes, heavy attack and AoE, but once I got further he bugged out again, spamming pull with no effect. I stopped attacking and waited, after a while he reset to full health and went back to his spawn spot.

Second round same story, after one successful pull he bugged out. I tried dying (or failed to get out of his AoE due to slow-mo bug also introduced with Elsweyr), didn't help, he bugged out again.

Today I ran Elden Hollow I. One Strangler pulled me, then I immediately rubber-banded back to the original position, no idea what that was, and after that, no other Strangler in the whole dungeon was able to pull me. Not even the boss Chokethorn. Did another run later, this time didn't get the bug before Chokethorn, and now it was pulling like crazy -- is it supposed to pull, you make 2 steps away and it pulls again? After killing this annoying plant, further into the dungeon I got the bug again and Stranglers couldn't pull me anymore.

Then I ran Fungal Grotto I again, and Kra'gh bugged same as yesterday. The only times he stopped spamming ineffectual pulls was when I walked up close to him, or when he spawned a pack of mudcrabs.

BTW those two bosses, Chokethorn and Kra'gh, are dumber than a Strangler. Stranglers at least use ranged attack several times between pull attempts, they don't get stuck spamming pull with no effect.
