Dungeon Finder/Battleground queue constantly "someone declined"

Posting this again due to it's not to getting fixed and ignored.
This is one of the core features in the game and it is not working. it drives people away from the game. You cant go battlegrounds, because they are 100% based on this. You can't go Dungeons, due to the XP bonus gained + loot is also affected. So TP to a dungeons is kinda of a waste.
Someone new to the game WILL stop playing due to a bug like this. Because this affects everyone.
this bug has also been around for atleast a year soon, maybe more.
Rewrite the code for this feature if required, use automated unit tests+ integration tests to make sure this feature works!
