Which dev had the idea of this chest in The Stitches?

My friend and I were running around in The Stitches town in Elsweyr (which btw it is amazing), and we encountered this chest:
We start trying to find ways to get it, I even record my friend dying a few times. We both did... die some times... It is very high.
Then I managed to reach it.
Turns out.......... It is a fake chest, which you can't open, or a quest related chest which I've not been able to find yet... Does this chest belong to any quests, or did some dev at ZOS decide to be a bit sadistic and put it there!!
If its the latter, whomever you are, dev, you're amazing, so many laughs.

✭✭Well, have you counted the chests hidden behind invisible walls?
