Accessing Imperial City Problem

I have been trying to access Imperial city for no success to date. I have the quest to talk to General Nesh-Tan (my character is Ebonheart Pact), but the icon that appears on the screen directs my to a sewer entrance on the edge of the lake. All three I have checked are blocked by rubble. On two of the (EB and AD) the white entrance icon appears behind toe rubble. The AD entrance does not have the icon. I am on the under 50 zone. I am an ESO Subscriber, and I own the DLC.
Is there something I need to do? Or is there another entrance that I am not aware of? I have checked the forums and they all say that you pick up the quest, then go the one of the sewer access points. They also refer to seeing a Dragon symbol on the map over each entry point. My map does not show any dragon symbols.
Any help would be greatly appreciated. I am sick of circumnavigating the lake!

That changed with the new update. you now enter the IC through the menu for Alliance War (L)
