Necromancer spirit mender bugged?

Not sure if it's bugged or because of battle scaling or what but this just doesn't seem correct.
Even the crit is healing less than the actual tooltip (screenshots taken in PvE and no active healing received or done modifiers).

Quick question: Is the character you're having these stats on a vampire? That, or other things that inhibit healing, (such as an effect on you that makes healing less effective) might be the basis for the issue.

Vampire passives don't reduce healing recieved, just health regen.Thrice Empress, Forever Scrub1 -

Nah. The character is still unaffected by any diseases and he was naked with only weapons and that skill equipped.
