I believe those are two different things are they not? One is the pre-order bonus and one the collectors edition.

OP, I understand what you are saying, but this is simply a reading comprehension issue.
The promotional news for the Elsweyr pre-order is framed like traditional news like in a newspaper. A headliner with the eye catching bits, followed by the a reiteration in complete detail.
What we see is the headliner citing pre-order bonuses followed by mugshots and details of the pre-order items and collector's edition items. Then comes the separate descriptive piece that gives all the details on the pre-purchase and the editions and its conditions.
The parts you've quoted is simply the main text explaining the different editions and the promotional period that is eligible for the pre-order.
