Saw this tonight in new 30 day cp campain could not drop any ep forward camps

what is with the EP camps south of AD area?

Is it possible to leave the map from Reapers March and some how get close enough PvP to put down camps? I know you can't enter other zones by leaving the map, but if the game thinks you are within the boundaries PvP it may still allow you to put down camps.
