Add Elder Dragons to the Dragon events

So I know there has been discussion on increasing the difficulty level of the dragon world boss events in Elsweyr. Casual players think the difficulty is good as it is while elite player think they are too easy. I think it would be cool if they added a rare spawn "Elder Dragon" (like in skyrim) that was a more difficulty dragon then the ones that spawn now. Has an increase health pool and damage similar to vet Sunspire. When this dragon randomly appears ( lets say after every 6-8 current dragons), a notice appears similar to PVP on your screen that an elder dragon has been sited.
Also when it spawns, two normal dragons spawn at the same time so you have to actually figure out which location it landed compared to the other (give a since of a hunt). The Elder dragon would require a full raid to kill it. If no one attacks it or leaves it alone after a certain amount of time the event would end or something of the short. I'm sure there would need some more thought here but just an idea id see what others thought about.
