Bug: unable to cast ground-targeted abilities

rolldodge does 100% fix it for me on any class, that or completing a fully charged HA on the bar where the last one got interrupted

and you have time for a full HA in vCR+3 execute if you do it at the right time

still: PLEASE fix this bug!!!
