Restoration staff heavy attack and weapon swap

Hi,

I have discovered bug, when I start restoriation staff heavy attack and do weapon swap during it, all ground target abilities can not be cast. I must proced full heavy attack by restoration staff, to work that abilities again.

I dont checked if this bug also appears with lighting staff heavy attack.

This is reproductable bug.

Yep, it is a bad bug. Many have it. Hope ZOS fixes this come next small patch.

It happens randomly to all Ground Cast abilities. Even Caltrops is affected by this.....ZOS....where are you? FIX THIS!
