Public Dungeon Group Challenge does not give skill point since Elsweyr drop - bug or intentional?

A few guildmates reported this issue for the two new Elsweyr public dungeons earlier today (PC/NA), and I noticed the same issue (I think) when completing the Crows Wood group challenge boss in Stonefalls on my lowbie. Other sources of skill points (quests, skyshards etc.) do still announce when you gain a skill point.
