Necromancer Sprint/Mount Bug?

So I am having an issue, I was farming Necromancer with dolmens and I ended up getting a bug, when Ever I used a mount I can no longer Sprint/Switch Weapons/and The Necromancer Summons Like Mage ETC do not summon in even thou it shows I use the Magicka for the spell.
Im just curious if anyone else has had this or knows how to fix it, I swaped to all my other characters and the only one who is doing it is my necromancer, I also even repaired the game and as soon as I logged back in I got the glitch again.
Sometimes I can sprint but It only sprints for a Second and I have to keep spamming sprint
EDIT:Never Mind character got locked and Can't Play My Necromancer Anymore
