Elsweyr quest before main quest [Spoilers]

I haven't started the main quest yet. I've done lots of other things in the game and I'm slowly making my way through the faction quest lines and I was going to do the main quest last.

I had done the Elsweyr prologue quest though. I know Abnur Tharn is from the main quest, but the way I was juggling it for my head canon was that Tharn was trying to get the weapon to stop the Three Banners War so the factions could concentrate on stopping Molag Bal. I started the Elsweyr main quest yesterday and...Cadwell?!

I'm sure there is a reason explained in the main quest how Cadwell could get out of Coldharbour, but I don't know what that is since I haven't played the main quest.

Not just for me, but for any new players to the game who would be thrown in to Elsweyr as their starting zone, anyone have any mental gymnastics that could square away Cadwell's presence before the main quest is complete? I'm not looking for real lore since I know chronologically this takes place after the planemeld, but for anyone's head canon where Elsweyr is completed before the main quest is there any excuse to explain Cadwell's presence?

Yes, you can easy get into fun situations here.
Now its plausible that Tharn had more freedom before he contacted you to be rescued in the main quest.

But its quite possible to have the start of the Elsweyr main quest active while on the rescue Tharn part in the main quest. Will he stil be in Elsweyr?

How about the prologue for Elsweyr?

What if you have the main quest mission to Wormroot deep active, while also doing the Elsweyr prologue quest in Wormroot deep. Note if you do this you should also have the undaunted daily for Wormroot and pick up the delve quest outside
