Movement and House Teleport bug

Since the update on monday i've encounted 2 bugs. The first during combat on multiple occasions I get hit with a heavy movement reduction that prevents me from running, walking at a normal speed as well as being unable to loot corpses. Sometimes this clears when I dodge roll it off.
The second bug is I randomly can not teleport to any of my houses with a message in red saying "You cannot teleport to a house form this location" and I have been in various locations; town, field or public dungeon.
