Cannot apply armor enchants to heavy BP

Made some training gear for my new necro and made some beginner gear for cp160. When I click on the Hvy Julianos BP to enchant it, it says no valid enchants in inventory, I have several in magicka armor enchants but it doesn't see them, all the other pieces enchanted without issue, but the hvy BP would not.
