unknown stamina Drain and stamina regen slowed since new patch bug

this seems to be really strong stamina loss unknown source as well as very slowed stamina regen.
i have friends telling me this as well.
seems to only be effecting nightblades.

If this is a bug, it's weird that not more people are talking about it. I suspect it's a result of a combination of different changes they've made, but I've sent a bug report anyway. I've checked my stats/numbers and everything seems to be fine, but I'm still not recovering much stamina at all. What race, sets etc are you using?
