The skill is still bugged and has been bugged for as long as I can remember. While casting against other players in Cyrodil the animation does not show up and the sound of the skill actually firing does not go off. Now I know sometimes the server turns some sounds off on your client even if you have not told it to do so but when you do not see or hear the animation it strikes me as broken. I can run up to a keep door and the skill will fire against guards 95% of the time but I would say the rate it fires against other players is <25%. Please look into fixing this finally.
