No free character slot???

If you purchased Elsweyr, you got a slot. If you HAVE? Log into a character and then log out and you should have one.

If you haven't, then I don't think you'll get one.

Correct. Anyone who owns Elsweyr will get one free character slot, and everyone (regardless of owning Elsweyr) will be able to purchase up to two additional slots.
