ESO on the next gen consoles in 2020 , rise the frame rate CAP or NOT ?

It is clear enough that with the new Ryzen CPUs inside they will have the capacity to run ESO at 60fps, however
will ZoS raise the FPS limit from 30 to 60 ? The new consoles will be using the same servers as the previous generation ones, so at first sight it is logically the the FPS cap to stay at 30 fps, just because the players with the newer console to not have "advantage" over the others.
But let me tell you this:
This will be the biggest mistake, because even if the frame rate is capped at 30 fps, in Trials and Cyroo where the old consoles will have drops to 10 fps, the new ones will still be around the 30, so they will have advantage despite that you capped the fps at 30.
So please don't be stubborn donkeys and let the players enjoy ESO on their new hardware if is able to deliver this kind of performance.

Perfect example of "advantage" is the old PS4 vs PS4 PRO and the xbox vs Xbox One X.
Believe me in massive battles and trials there is significant difference in the FPS (less noticeble lag) just because they have differences in the CPU clock speed (GPU is irrelevant in masssive battles).
