Yeah I still feel like the health is a little low for the dragons and they could do a little more damage. They should be like a vet level trial boss in my opinion. Right now they are more like a normal trial boss. A little stronger then a world boss but not enough to make it a real challenge.

Considering that overland PVE content is designed for ALL players, making dragons vet trial boss-like in terms of difficulty would be a spectacularly bad idea.

Except in overland content u are not restricted to 12 players. If they are a little harder than world bosses then they may as well not exist at all.

Except in Vet Trials you are generally restricted to 12 good to elite players in order to finish the content.
If you can’t summon 12 players for a world boss on Live currently, what’s it going to be like next year? With a vet Trials style dragon and nobody that wants to complete it?
If you are gonna make them just another world boss with the same dumb rewards and difficulty then they may as well not exist as it poses no threat nor reward and even if there are more than enough people to do them they still wont do them cause it simply wont be interesting.

Except in overland content, you're not guaranteed to have more than 1 (you). Sure, busy Dolmens or Geysers have lots of people on them. The rest of the time, they have only a handful, if that many.
Obviously, when the content is new, there'll be plenty of people swarming around jumping on dragons. In 6+ months, when people have moved on.... /shrug
(not everyone can solo, or even duo, a world boss. Especially the DLC ones.)

They pose a threat for their intended target audience: casuals.
If you want more challenging dragons you can always play the new trial.

I was unaware that "casuals" and "elites" shouldnt be able to share the same content and have fun playing with each other.

Spending more time dying and respawning than actually fighting is no fun at all. They can only have fun together if the content is easy enough for everyone to contribute something.
With vet trial difficulty dragons that would most certainly not be the case.
They will be the equivalent of Dolmens -> Fixed locations, fixed fight.I can't wait for the dragons and see what they drop for battling them, I hope they are not just substitute reskins of dark anchors, were they pop, you kill them and then get some crappy ring that has the same stats that other rings have, only a different set name.

If the game is so underpopulated to the point where its never possible to get enough people to kill a dragon well adjust their difficulty from there. Not the other way around. Besides. If you cant manage to get more than 4-5 people then maybe you shouldnt be able to kill a freaking dragon.
