Ping Spike/Desync

I have been recently been experiencing an issue with staying connected to the game. My game performance and responsiveness will be excellent when all of the sudden I de sync from everyone around me. My in game latency shoots to 999+. I am still able to send inputs and cast AOE spells as well as run around. I can no longer interact with objects or doors. Other users are reporting that I am teleporting on their screens. The client will sit like this for about 10 minutes before I finally get booted to login. My discord chat is unaffected and does not get interrupted, I am still able to browse, stream music, etc. The problems persist until I give up and goto bed and seemingly resolves by the next day. My FPS is solid at 60 with maybe 10 FPS drop in large cyrodiil battles. I have no other performance issues or latency, I simply de sync and then drop to login.

This has never happened before and is not typical to the normal server degradation seen during Primetime PvP.

Specs:
i7 9700k
RTX 2080
16GB Ram
1TB NVMe m.2 ssd

My ISP is Comcast Minnesota and I play on PC NA.

Comcast has reported zero service outages on both instances.

This has happened on two occasions.

5/08/19 at roughly 7:00PM CST Veteran Blackrose Prison
5/14/19 at rouglhy 7:00PM CST in Sotha Sil

Troubleshooting I have tried.

-Turned down/off all Video settings to absolute lowest.
-All recommended port forwarding.
-Updated router firmware.
-Rebooted Router.
-Rebooted PC.
-Deleted Add-Ons, AddOnSettings, and Saved Variables.
-Deleted and regenerated Usersettings.txt
-Do not have an active anti virus software running.
-Repaired the game client.
-Reinstalled Network drivers.
-Ran tracert and pathping revealing no issues.
-Ran the game through steam client.
-Ran the game from standalone launcher.
-Ran the game directly from eso64.exe
-Ran the game in fullscreen, windowed fullscreen, and windowed.
-Turned off all other applications running in background.
-Ran Windows Memory Diagnostic tool and passed.
-Checked modem logs revealing zero faults/all signals perfectly within spec.
-Physically inspected/replaced coax cable, connections and junctions from my Utility pole to my home up through my wall jack.
-All network cable is isolated or shielded from potential interference.

I am not receiving any connectivity issues outside of the ESO Client.

I would like to note that I also have a Macbook Pro with the client installed that does not experience this issue.
