Confused on which upgrade to purchase

I have Morrowind but have just come back and don't have Summerset. I see conflicting reports that on console (I'm on PS4) you can't get the collectors edition (all "expansions") if you have the base game. What is the most cost effective way to get Summerset and Elsweyr?

Where does it say you can’t get the Digital Collector’s Edition if you already have the base game? Can you link?

The best cost efficient way would be to just buy the $59.99 one that comes with summerset. I checked the other packages in the PS Store and it will cost the same. If you choose the $39.99 elysweyr upgrade and the $19.99 Summerset upgrade your better off paying for the $59.99 bundle.

But who knows they may just end up adding summerset to plus like they did morrowind.

Ok to be clear: Elsweyr™ Digital Collector’s Edition Upgrade, does not contain Summerset.

That said, there is major speculation that Summerset will be added to eso+ after Elsweyr is out.
HOWEVER, this has not been officially confirmed at this time.

If you want to play it safe, you can buy: Summerset™ Digital Upgrade or Summerset™ Digital Collector's Edition if you want the Summerset extras.

Only the Elsweyr™ Digital Standard Edition and Elsweyr™ Digital Collector’s Edition contain summerset and morrowind along with elsweyr. Mostly because those are for new accounts.

Well since the PC version of the game comes out next Monday, if they do roll Summerset into a DLC / ESO+ you'll know by then, after that you can decide whether you want to purchase Summerset as a Chapter on console or wait until after.

1. Buy the Collection Pack
2. Buy the Elsweyr Digital Upgrade

In total this would be about $89.98 and is your cheapest option to obtain all chapters permanently, other then ESO+ which you lose access to any DLC you haven't purchased when the sub ends.

don't buy summerset yet !, just wait until june, theres rumour that you can get summerset on ESO+ like any other DLC after major "chapter" release

I asked support about that and they said that you can only buy upgrade of Elsweyr if you already have base game.

Thank you everyone for your responses. I'll wait till June and buy separate if no better priced bundle for people like me who haven't played in a while but decided to give another go.

Elsweyr standard edition comes with summerset.
Elsweyr upgrades dont come with summerset.
