to add to this, if there is a percentage buff to your weapon damage specifically, like the medium armor passive or balanced warrior from templar, they are a percent of your base weapon damage and are all additive, like the increase damage percent amps that @WrathOfInnos is talking about here. so in the case of 8% weapon damage VS 256, you would need to have 3200 BASE weapon damage to have that 8% be more then the 256. very few builds will have that. 256 weapon damage will be better then 8% weapon damage most of the time.

I´ve mostly given up on theorycrafting TBH. Calculations are so opaque and ZOS can ninjachange them. It´s really minor stuff, mostly, anyway.
It's kinda shocking how many people cannot do middle school math.
