Melee Damage not consistent with Subterranean Assault

So I tested Subterranean Assault with the viper set on the pts and it would proc as a melee attack. However, when I went onto the live server with the ravager set which has the same proc requirements just not guaranteed, I noticed the ravager set was not procing at all with Subterranean Assault. I further tested this on the live server with some training dummies and found that it never procced once out of 150 tests. So I was either super unlucky or Subterranean Assault should not proc as a melee attack with viper or Subterranean Assault should proc with Ravager.
