Can't complete bal foyen and get hero achievment!! Zone guide bugged

Hey all, so I play on Xbox 1 and * spoilers * during the main quest in Dhalmora / bal foyen you have to choose weather to save the docks or fort, originally I chose the docks but couldn’t progress due to Sergent not spawning at docks so I restarted game . Didn’t work, reloadui, didn’t work, abandoned quest and tried to restate didn’t work so I abandoned it all together and went to save the fort, got the quest done but checked in zone guide and it still says to y’all to eleven skips before the docks . Now I can’t get the achievment for the quests being done in Dharmoa , Help please???? It’s really irking me
