I partially agree with the OP. I am not an avid collector, participant or go out of my way to pimp out the best budgetary use of event tickets. What you get from the event tickets are novelty items that don't actually help me further any character. Maybe I'm too pragmatic.
This is what I'd consider a fun, inspiring drive to participate in events:
1. Crafting materials: Who doesn't need this with a roster full of characters doing daily writs.
2. Style materials: Again, some style materials are hard to acquire by most casual players, so this is a nice boon.
3. Transmute crystals: Again, dungeon/trial/overland gear grinding time saver for the right trait for the character build, so this is also a nice boon.
4. Anniversary crafting tables (purchasable in fragments to make ready-to-use crafting table) for a "limited edition" trial-style item set.
5. Random "limited edition" trial-style item.
Note, listed items #4 and #5 could be found in the anniversary box (i.e. rare or very rare) or purchasable set items via event vendor for the interim of the event. Things like this, in one way or another, would help me further a character. The "limited edition" item set offers something new, different and rewarding for chasing the rabbit, so to speak, to earn event tickets.

Anything in the Impressario is purchasable with real money via Crown Store tickets, so putting any functional benefits there should be a no-go
