Psijic Guild quest line bug - toon is stuck

The mundus tear at the Brother's of Strife is visible from a distance.
As toon approaches it disappears.
When standing in the centre where the tear should be colours on screen desaturate and tint yellow.
Moving away colours return to normal and the mundus tear is visible again.
Toon has dropped the quest line twice.
The 3 other tower fragments have all been collected.
I've filed an in-game bug report and requested quest assistance.
Completed the Psijic quest line on multiple toons.
I really hope this most recent toon can get to Psijic 10!
Anyone have any ideas?

Wavek✭✭✭Do you have a quest in that brothers of strife area? It is a phased area and the tear may not show up if you are in the quest phase version.0

I had started the quest line in the area a __loong__ time ago and never finished it.
After picking it up again and finishing psijic worked ok.
