Not sure I understand this. Collectible hair can be used in CC.
This would be a great addition. It also makes sense to add this from a business standpoint because there will be some of us who do character change tokens to get our default hair one of the unlocked ones.

They likely want to discourage people from using them as "free costumes" as well, because it might mean fewer Crown Store sales.
Character creation has to be standardized, which is why it probably won't deviate from base game options plus account upgrades.
The Collections tab has a far more comfortable interface for expansion, while not advertising styles that are no longer available.

...but could be expanded with additional options. I mean, what does a slider care if it has ten selections, or twenty, or fifty... in the end, its all just a pile of data as to which one of the options was selected for that character, right?Character creation has to be standardized...
You can't use anything that exists solely in your Collections in character creation, so why should it be any different just for collectable hair?
Additionally, as soon as your character is created, you can immediately open Collections to use any of its contents, so why would such an option even matter?
