This is usually a network issue, especially if you have a slow uplink or shared network, but sometimes indicates problems on your ISP's side or further along in the link to ZoS. The "message spamming" is nothing to do with chat, but rather to do with all of the client-side movement and action messages that are constantly being communicated to the ZoS servers. ESO is VERY sensitive to any uplink communication problems. If you have someone else on your shared network (or a background process on your own computer) upload something (especially on slower internet connections), this can cause too much of a gap (and an immediate crash to login screen) or a catchup burst of communication messages from your PC to the servers ("message spam").

Try keep track of where and when you are having issues - especially if you can correlate it with other activities on your computer or other computers near you. Upgrade your internet connection if possible, or report it in - or investigate if you are having any internet/network connection problems that can be fixed. Keep track of your ping and fps (use /latency and /ping), and if it gets low, STOP AND WAIT until the lag issue is over. If it only occurs in certain areas or situations in game, try figure out why - it may be a busy zone with lots of info about other players loading, or lots of particles - try turn down video settings to see if that helps a bit.

Never happened before, or since. It was as I hit group finder, then ported into an delve. As I ported in, it kicked me out for spamming.

That error message has been confusing since beta. It actually has nothing to do with you typing messages at all, it's your game client sending excessive message to the server, which contain game data and not text you typed.

Your client constantly sends messages to the server as you play and normally that stream is more or less instantly processed by the server. However, if there is lag in either the transmission or the servers ability to process those messages, you can end up in a scenario where your client keeps sending messages the server can't process and eventually the server will throw an error.
