For me, it goes a little deeper. I'm not interested in playing a Necromancer and a new class does nothing for my existing characters. Dragons are just the new dolmens. Getting to visit Elsweyr is cool, but that alone isn't worth buying a new Chapter for me. So, I'm more than happy to wait for it to go on a major sale before maybe picking it up.
Now, had they included a new independent skill line or a new crafting system, or anything that immediately benefits my existing characters, I would have been tempted to pick it up. Sadly, it's just devoid of significant features to make it worth it for me. Compare to Summerset which had both a new skill line and jewelry crafting. Or compare to Morrowind which didn't just bring a new class but also brought a completely new type of PvP with Battlegrounds.

Why do you play ESO if you don't PvE at all?
It's not like ESO is a PvP game.
I mean, honestly, there's better PvP in candy crush.
Nobody cares what you plan to buy or not. Play or don't play. It is your choice and no one will notice.

In every single Elder Scrolls game, Necromancers are frowned upon by most of the NPC community to the point where they are even shunned and have to resort to practicing and living in caves.
Yet, there will be Necromancers in every town, walking around freely, as if it is a normal occurrence and completely acceptable.

Oh, and they are bringing dragons back and had to make a story up to create the illusion it is "lore-friendly."
As a player of all of TES games, that is entirely upsetting to me.
But then again, it is an MMO and money is more important than keeping the lore-driven story straight.

Yeh....I've been playing TES since release day of Arena.
I stopped pretending this was an Elder Scrolls game long ago.
I enjoy the game and have fun with it, but it takes place in some backward alternate universe of what Bethesda created.
