There has been much unrest amongst my werewolf guild since the PTS Notes for v5.0.0 were posted. The overall consensus is that based on changes being made to the game, there is a lack of representation for werewolves, which should be considered a class since there is a core group that exists who base their gameplay on being one.
From my werewolf Guild Leader with minor grammatical edits:
Per PTS Patch Notes v5.0.0:
"Losing the onset burst of the damage makes werewolf even weaker for trying to down targets with the burst rotation. They also can't refresh now, which means in PvE you can't dot the boss and move on to add kills very well now.
Overall makes the wolf style gameplay play even funkier then it already does for PvE. Still AoE, but now with even less utility as a werewolf group, since we have to wait to apply dot and the loss of the initial hit doing a bleed. This is precisely why werewolves needed a class rep".
General Feedback:
"I ground down every possible build I could, and it's just not truly possible to make it fun to play werewolf anymore. At the end of the day, the Wolf Hunter changes hurt werewolves. It changed the core mechanics too much like they always do. The result was something people could cheese with, so they did. Now we sit in the forums with constant "nerf werewolf in BG's and no CP" or the recent enchant bug that ultimately got the entire duel to wield line nerfed. So now we exist with nerfed damage, sustain, and a greater issue staying in werewolf form with pointless changes nobody cared about. The pinnacle of ESO being fun was before Morrowind. You had crazy powerful solo players, tons of people running different builds, like regen builds that could actually be good, skills were fun to try out, and sustain didn't suck where you have to heavy attack every 6 seconds just to keep your resources from crapping out. The best thing for us, the infinite werewolf form if you had four transformed in your group. It was absolutely fun and made running packs have a purpose in PvP and Trials. But like all big companies, the fun dies with greed. Crown Crates, lack of bug fixes, and an obvious goal of pleasing publishers and shareholders over players became very prevalent. Now we need a currency (money) to buy a premium currency (Crowns) to buy another currency (Crates) to deconstruct items for an ultra-premium currency (Gems) to buy many things in the store now. The gloam wolf being an example. Now they bank on promises of some "vision" they have for the game and dragons. Dragons they hope will ignite the Skyrim fans again, and a Necromancer class to draw in new players to buy Crowns."
NOTE: My werewolf guild leader is taking an extended break from ESO until there are updates to address the core issues with werewolves, along with their heavy attack bug and other known issues.
