Stage 4 vampires and werewolf form should give a bounty.

With the coming expansion several of the necromancers skills will give them a bounty if they are seen using it near "witnesses". It would be silly to not go back and revisit the concept of legality of other spells. I think few people would argue that someone in werewolf form shouldn't be illegal, from a standpoint of the lore and how NPCS reacted to them in other TES games. It's the same way NPCs reacted to stage 4 vampirism in all the other games. That being said damn near every vampire I've talked to is like yeah WW form should be illegal but not vampire. Really selfish much? Vampires need to have some flaw. The weakness to fire damage can be mitigated to at or near 0 so no drawbacks there. Remember at stage 4 you're supposed to be damn close to one of the feral vamps killing anything for blood. You are also supposed to be noticeable unnatural at stage 4. Not you look ill (1) or really ill (2) or my god how are you standing ill (3) But Arkay save us it's a vampire (4). You feed on one person and you're good to enter the town with getting a bounty. I think it's a fair price to pay for the power being a vampire gives you.

    Let them figure out the technical aspects behind necromancer bounties first. But I agree at the very least werewolves should be killed on sight. a vampire passive to look mortal would be nice

    Completely disagree. Necromancers deserve to be treated as a reviled class because they're necromancers.

    More importantly, it'll discourage them from spamming abilities in cities and towns.

    Werewolves & Vampires should automatically fear all neutral NPCs except guards who should attack to kill! Also anyone wearing a skeleton polymorph should be seized & locked in a crypt. Nearby NPCs should boo & hiss if players wear Daedric armour or polymorphs.

    Vampires already get a bounty for using a vamp skill, just like necros. Unless you're walking around town spamming a necro skill that's included in the justice system you'll be fine.

    Werewolves need a bounty for transforming in town. That's all that needs to be added.

    And when not actively doing Cadwell's Gold and Silver quest lines, all opposing faction NPCs should call the guards or attack on sight. Would certainly make doing the various events interesting...

    Perhaps the status quo is best. Let ZOS decide to make changes should the necromancer thing work out.

    I think you need to step away from the game. I think it may be unhealthy to romanticize the characters we play in game.

    This whole "justice system" is complete nonsense. I did not see in any game that the guards in cities would not protect players from other players or any real threats, but useless mobs from players. This is not Morrowind or Skyrim - this is an MMO game where players should feel comfortable in cities, and not look around, being afraid to accidentally press the button with the ability. And ZOS'es themselves talked about this when they announced that there would be a no PvP component in the “justice system”.

    All werewolves who "go furry" in town should be killed on sight with steel and silver.

    I said it before, I think player vampires should gain some "Masquerade" toggleable skill that allows them to lower their appearance by one stage... so when well-fed at stage 1 they could appear completely mortal... at the cost of having to give up a skill slot for it.
    And then... the guards should pay attention and make them wanna use it, with a "vampire detection chance" dependent on appearant stage... say, 25% at stage one, 50% at stage two, 75% at stage three and automatic at stage four! And of course zero at (appearant) stage 0 (as lowered by the masquerade skill)

    Oh... and to fulfill some other classic vampire cliché... I think vampires should also have a chance of auto-attacking innocnets when on stage four. Just a "overwhelming bloodthirst" thing if blood-starved... makes sense, yes?

    And while we are talking cliché... let them swim at a vastly reduced rate, as to avoid "running water"... ;)

    Of course, there should be balances for all that.

    Like, for starters, giving them the same teleport attack bloodfiends use. Only fair.

    And... they really could use a "charm" skill or passive, to allow them to nibble at civilians without it being all crime-ish (as long as noone else sees it, of course)

    And there could be special alchemically treated "blood vials" to store a feeding worth if feeding at full, for later.

    And also there ought to be a whole vampire sanctuary, where they can let their beast hang out without fear, use vampy-specific crafting stations and buy vampy-specific gear, RP with other vampy players and snack from pomme-de-sang NPCs... no mortals allowed (they could for example resuse and expand the "initiation quest" map for this...)

    Oh, well. Maybe someday.

    No. Do you know how much hassle it would be for all vampires to keep their stage below four?
    Besides we already have skins, polymorphs etc so even the rolepling argument isn't viable.

    I think it's not a bad idea really. I believe the devs are heading in that direction anyway. Would make the most sense honestly. Granted you are going to have some vampire cry babies saying no fair....but 50% of my characters are vampires and I'm game for a bounty system affecting them.

    I believe that a vampire dlc is in the works...similarly to the Wolfhunter dlc we got a while back. I think the devs could take the opportunity to add more active skills to vampires. Namely a toggle that cast the illusion that you appear human. So all the vampires who want to be stage 4 with the benefits will have to take up a skill slot to look normal. It's a fair trade and it's lore friendly.

    If my banker could access guild banks and my shop could repair stuff, I wouldn't care about this being implemented since I'd only need to go to my house for everything.

    However FORCING players to go feed before they can go into town and then get back to stage 4 (if that's their preference for playing) is just the worst idea ever.

    Only, after those dueling, get instantly teleported and placed in the stockade for 120mins while inside any town.

    Have yet to have a rando stage 4 vamp or werewolf suddenly drop flags and cause hell and chaos on a crafting table... duelists on the other hand. Every 3 to 5 minutes. I am all for this justice system, but justice to those who actually deserve to have justice served on them.

    I do not think this is as simple as you guys think it is. Right now the game does not recognize if you have a skin or polymorph on. All of that would need to be changed. It would be more checks for the servers.

    They could make using vampire abilities like mist form a criminal offense I suppose, that would be in line with Necromancer.

    Werewolves under lore can live a life peacefully under control, so a bounty can't be reasonable. You can read more about it in "Living with Lycanthropy", indeed underneath all that fur is a sentient and fully intelligent person, just with superhuman strength, wolf fangs, and a dire need to kill. Also you can see some merchants that are werewolves sometimes running around in the Rift, they are usually travelers.

    some people don't really realize that one of the main reasons why people want a way to hide vampirism is to look at their character true look, how they were designed in the character creator, so it's no good to "put up a mask" or "put on a skin" or any other option that also doens't show the true face they spent a while creating.

    Until ZOS lets me stealth feed without incurring a bounty like in other elder scrolls games (double bloody mara doesn't count) it would be illogical for me to get a bounty for just being a stage 4 vampire especially when skins/polymorhs exist. Also did you forget that they removed getting a bounty from being a stage 4 vampire in Skyrim when dawnguard was released?

    • Parse Food for PvE:(DPS) Ghastly Eye Bowl (increases Max Magicka by 4592 and Magicka Recovery by 459 for 2 hours).
    • Gold/Purple Food for Sorc PvP and Meme Tanking:(PvP) Clockwork Citrus Filet (increases Max Health by 3326, Health Recovery by 406 [useful if stage 1 vampire], Max Magicka by 3080, and Magicka Recovery by 338 for 2 hours). Witchmother's Potent Brew (Increase Max Magicka by 2856, Max Health by 3094, and Magicka Recovery by 315 for 2 hours.
    • Trash Potions when feeling cheap: Regular CP150 Essence of Magicka pots that I obtain frequently from playing the game or Crown Tri-Restoration Potion obtained from dailies.
    • Crafted Potions: Essence of Spell Critical (Bugloss, Lady's Smock, and Water Hyacinth). Without magelight this is my primary means of obtaining Major Prophecy on my Sorc, which increases my Spell Critical Rating. This also heals and restores magicka. Essence of Immovability (Columbine, Corn Flower, and Wormwood). I use this in PvP, since this gives me stealth detection, knockback immunity, and restores magicka (better to use it when competent allies are nearby, since it might reveal that you are surrounded by multiple players in stealth and you will not have an emergency pot available after use). Essence of Invisibility with only 2 ingredients (Blue Entoloma, Namira's Rot, Nirnroot, or Spider Egg). I use this in PvE content that requires stealth and if I need more speed I'll use Rapid Maneuver before using the potion. Essence of Invisibility with 3 ingredients (Blessed Thistle, Blue Entoloma, and Namira's Rot). Very useful in PvP alongside the vampire Dark Stalker passive, since you'll be invisible, ignore movement speed penalty while in Crouch, and you'll have a 30% movement speed boost from Major Expedition (I always have this slotted when riding from point A to B in PvP land, since gankers are always lurking). My templar/arcanist will mostly use Essence of Health (Tri-Stat Potion) Ingredients: (Mountain Flower, Columbine, and Bugloss).
