Account Datas not saving when logging in

A friend of mine has to accept general terms and enter account datas everytime he is starting the game (no steam) (and also options like Gamma). is there a fix, so the datas get saved and he doesnt have to do every time starting eso?

✭✭That's not account-based, wherever the game stores his configuration file, it's probably write-protected or set as "read-only"1
