I am DC been to daggerfall many times (that’s where I do all my crafting deconstructions) went to the harborage talked to Tharn Lilly and the prophet and he won’t appear. I remember before one Tamriel the minimum level was 30.. I have even teleported to a Wayshrine far away from daggerfall and rode into town to see if it’ll kick start and nothing

Also, google eso main quest for a whole stack of walkthroughs

✭✭✭✭✭Go to the entrance of the main city for your alliance zone and the Prophet should talk to you.
Or, go to the Harborage for your Alliance and see if he is there.
You dont see the Prohet in zones that are not in your allianceEnjoy the game, life is what you really want to be worried about.
