I actually really like the idea!The way I'd like to see this modified would be to leave the corpses in place until a player rezzes the NPC in question. Could even add a few new titles for resurrection-based achievements.
NPCs aren't supposed to be soul shriven, so rezzing them makes no sense in-lore... at least from what I understand of the soul shriven/vestige lore.
EDIT: as for the actual topic of this thread, I dislike the bodies too... but IMO the solution is to make crime more punishing, and add any players around to the list of witnesses that can report crimes... most of these bodies are result of loopholes in the way guard and patrols are made, IMO.

Allowing players to be witnesses is broken af especially since they can easily see you in sneak outside pvp. hard NO.
