"The Demon Weapon" Puzzle is wrong

So I did the prologue quest to Elsweyr this week called "The Demon Weapon". The puzzles where you have to activate certain moon shrines are rather easy, but I had a hard time with the puzzle in Black Vine Ruins. The hint says "Sometimes knowledge can only be found in the dark. The fading moon gives way to the empty sky."
Now clearly you're supposed to activate the waning moon and then the new moon, but nothing happened when I did that. After a while I was like "wait, did they mix up waning and waxing moons?" and indeed they have. I activated the waxing moon and then the new moon and voilà it worked.
Maybe I am missing something, but I made a screenshot of the shrine that I eventually needed to activate for it to work and it clearly shows a waxing moon.
