Emp in the new campaigns?

I've had about four people claiming it's disabled for new campaigns. Can't find any info agreeing with them, but here we are with the entire circle claimed and no emp. We've crowned emps before in event campaigns. The person in first had 60k ap while taking the last keep. Sheogorath, PS4
