1) Can "redistributed" damage like from the guard ability be blocked?
2) Does healing from set bonuses crit? I assume they can. Does it crit based on spell crit? Sets like battalion defender.

you assume wrong. sets procs can not crit and they are a flat value, that is only boosted by percent amps, like cp.5
