Here is the explaination given by devs. But it does not address "The Why" regarding the nerf.
Previously, this ability was providing a considerable amount of healing compared to what the tooltip implied, while also not providing a lengthy enough period of time to engage with the Minor Protection granted. Now with the duration increase, both the protection duration and the total healing will be improved, but over a longer period of time to prevent the "bursty" nature of the previous heal.

Interesting approach! I don't think I'll try that because I aim to stay true to my character concepts with gear choices, but a setup like that could be interesting for a different character.
Doing a nightblade tank sounds even harder than doing a templar tank - whether or not one places weird limits on what one uses like I do for concept reasons. I don't envy your challenge!

Sure, back before Summerset and the revamp of dark cloak I probably had vigor slotted in case I couldn’t reapers mark something. For downstairs vCR on my tankblade I have dark cloak double slotted atm, so presumably if the change goes live as stated I’d just swap one out with vigor and pop both.
But vigor is definitely welcome in trials on tanks, especially for running PA.

I think you’d mentioned you had a tankplar with potent BoLs due to high spell damage. If we do have to resort to vigor, maybe a similar build but with weapon damage could work for your tankblade.
And I should clarify, I’d much prefer to keep dark cloak as is for my tankblade. It’s definitely my favorite health-based tank ability across all classes. Mostly I just don’t think it helps to discredit oneself by making sweeping, untrue claims (e.g., tanks using vigor aren’t welcome in any trials), lest the devs think you don’t know what you’re talking about and ignore the feedback.
