Do crafting patterns apply to all characters on the account?

The wife and I recently started playing ESO, and we were wondering about the crafting patterns/recipes that you get from the daily delves. Right now I am transferring new recipes and patterns thru the bank to my main/crafting character. I was wondering If I learn the pattern on one character, do all of my characters then know that pattern, or do I need to keep transferring them thru the bank to my crafter.

Short answer. Yes, keep transferring them to your designated crafter, as you will not be able to craft those items on another character. ✭There are two answers, depending on what you want to do with the Crafting Motif.
Only one character gets to use it for making actual items for Master Writs - the primary use. Before outfits, this was the only way to have an item with that look, too.
All characters get to to use the style as a "veneer" or "disguise" for the corresponding item in an outfit. There are style pages that only have this functionality, especially the ones for the anniversary event. A style page can't be used to actually make an item.1 -
