Yeah, I've noticed that bug on a few sets where the female version starts using the male version's larger appearance (look at the ashlander outfit for another example).
A lot of shoulders are stupidly oversized, I don't know why, but it looks ridiculous.
I also tend to just use mercenary, because it's singular, and smaller, so my character doesn't look like a 747
The Nord shoulders are pretty small and plain too. I use them a lot. I agree with the many threads I've seen asking for invisible armor motifs or to be able to hide parts other than the head. To keep control of the nudists, they could impose some kind of very well covered garment that would be added if you choose to hide your pants or (for females) top.
One of my characters is a small-in-stature wood elf. The other day in the crafting area was a very tall female character wearing only underwear. She coincidentally kept turning up at the same stations as me, and then also at the writ drop-off point. Every time I turned around this toon's cleavage or plumber's crack was in my face. Very irritating. C'mon people! Have some consideration for your fellow players! Yes, the characters may all look like Victoria's Secret models and Chippendale dancers, but put some clothes on once in a while! Nobody wants to see your dumb a$$ skipping through the snow in your skivvies. If you're naked and you get a mud ball out of nowhere, know that it was probably me telling you how ridiculous you look.
I use the light Dwemer shoulders a lot. They look a little less bad than most of the other shoulders. Most shoulders are so big and stupid-looking that they're useless unless you want to look like a transformer. I wish we could just hide shoulders.
