[After Patch] Framerate

Anyone else FPS drop drastically? I went through checked usersettings, 3d settings, and ran test... I'm only able to idle at ~50FPS?
I usually sit at 125+ FPS
1080 GTX
6800K I7
16GB 3300MHz Ram
I gave ESO full power to.. lol
Before: ~120 in cities
Now: ~60 in cities
the moment a duel says "GO" it cuts to 30 and sticks at 30 now to.. Could be just the zone?
