It's a solid looking build for sure, but in my experience a glass cannon build is awful in no CP, especially if you're solo queueing BGs. You're most likely going to have a bad time, depending on your MMR.
Stamplars aren't bowblades who hide in the back, they are in the frontline dealing with a lot of incoming damage. Imagine you're up against a guy using major evasion (25% less jabs/DB damage), reverb (diminish your healing) and heroic (snaresssss). I don't think deadly strike is going to help you in that situation.
If you aren't planning on running snare removal, perhaps think about barkskin as an option?
In conclusion, I think your build is really good in group play where you have a dedicated healer and other support, but in no CP on your own I wouldn't be caught dead as a glass cannon. My DK runs with 2.8k weapon damage, but because he can survive and I've found other avenues to get my damage from, I'll generally win more fights than I lose.

- Deadly Strikes is more of a CP set in my view. Not that it's bad in no-CP -- it will still add good damage -- but it doesn't buff your heals at all, which isn't so bad in CP because CP help balance out your build.

Would you recommend replacing BP with a heavy armor set, like Ravager? I can also pair Ravager Body with BP Jewlery and weapons. As for snare removal, I think I can take the other morph of Rally for that.

I didn't consider snare removal, but I can take the other morph of rally. The reason I went BP was because I was under the impression that for Non-cp I should be pairing damage with sustain. Is heavy armor the way to go? Or should I get some protective jewlery and keep medium?
1. you'll want a snare removal. i use forward momentum and heal via vigor, repentance
2. you'll want a weapon damage set. your passives (balanced warrior) are to good not to build towards weapon dmg. i recommend ravaging
3. your 2nd set is what you feel you need most. sustain? maybe bone pirate. more damage? maybe hundings, spriggans, automaton.
I like the bar setups. i personally use silver leash now instead of javelin for the stun. it has helped my sustain specifically on a stamplar tremendously. i'm running around to targets far less and that is an indirect buff to sustain.
deadly strike is interesting..because i think jabs is considered damage over time. but, as others have noted, it doesn't buff heals. tradeoffs.

You can't take the other morph of Rally, since stamplar's healing is too bad to be able to survive with no burst heal. Shuffle is your best bet. Some stamplars, especially on console, do great relying solely on Ritual for snare removal, though. My advice is try it out with Quick Cloak, and if you find yourself dying due to being snared too much, switch that out to Shuffle.
You're right that you need to pair damage with sustain (and with tankiness). My point was just that Bone Pirate is an inefficient way to get sustain. Better to use a damage set with Serpent mundus.
Medium Fortified Brass + damage set + Blood Spawn or Troll King is a solid no-CP stamplar build.
