That's oddly worded. Do you mean you think even tickets cost crowns now - because they don't. We are getting two free a day at the mo just for logging in.
Events tickets are in the crown store for those that need yes. Entirely optional.
Your wording / outrage makes it sound like you feel the only way to get them is buy them?

During this event they're easier than ever - you do the quest to unlock the 2019 cake memento (talk to a chef in a starter city, give him some ingredients, you're done) and then you just need to use the memento once a day to summon the cake and then eat a piece to get your tickets.
Oh, and the outfit pieces available with tickets are also available as drops from the anniversary festival boxes and can be purchased from other players, it's only the ticket versions which are bound.
The crown store is just an alternative for people who miss some tickets or want more than can be obtained during the event. I found myself two tickets short of the baby Indrik pet I wanted so much at the end of the jester's Festval. This offer allowed me to get the pet.
