It's an ultimate. If you want to save your ultimate for when you are in trouble, you'll never end up using it to get more damage done. If you use your ult to get damage done and then your friends die, you can't revive them. It's an AoE so it needs to be aimed onto corpses. Three is the maximum amount you can revive. It also is completely useless if nobody ends up dying. I'd say it's fairly balanced.
