If they made it optional, like they did with the additional armour that comes from upgrading their stamina, then they wouldn't need to worry about pleasing everyone - people who like the armour could leave it enabled and people who don't could disable it.
But similar requests have been made before (I remember a lot of people asked about hiding, dying or otherwise changing the gold armour on the sabre cat mount) and the nearest ZOS have come to allowing that is to release variations on those mounts - like the nightfall sabre cat which is black and has dark metallic armour.
There is already a plain black wolf mount - it's called the Doom Wolf and I think it's usually available around Halloween. One downside is it has glowing red eyes, but other than that it's identical to the grey wolf sold in the crown store.
I think the only dragonscale mount which doesn't have an unarmoured equivalent is the guar. There's the Midnight Steed, Doom Wolf, Black Senche-Panther, Black Bear and Black Camel of Ill Omen (although that's more of a dark grey, lighter than the dragonscale one), but as far as I know no black guar.
