Cannot get the final step in the Molag Bal Planemeld Main Questline

I am stuck on the Molag Bal main quest from the original game launch. I've done everything and finished the 'Weight of Three Crowns' quest but I am not getting the final 'God of Schemes' quest. Any ideas?

I finished both the Mages Guild and the Fighter's guild questlines. I am level 50. I've been to Coldharbor. I've gone back to the Harborage. But I cannot find this quest. What do you think I missed?

Have you finished the Coldharbor questline?

You have to complete Coldharbor, before God of Schemes will open up.

Thanks again - I finished the long and awesome Coldharbor quest line and then it went right into the end of the Molag Bal quest. Great fun. Thank you.
