Weird frame skip issue in first person

Recently bought ESO and sometimes when I'm in first person and perform an action while moving (blocking, casting, etc.) the screen will briefly flash a different image. It almost looks like its going back a few frames. Here's video of it in action (around 17 sec mark).

Has anyone else experienced this on xbox and know if it's server-side or local? It's pretty jarring in combat when you're constantly moving and performing actions. I've done a hard reset of the console but the issue returned the next day

    Is this happening all the time or only in specific areas of the game?

    What may help with these frame skips is to clear the local save data followed by power-cycling your Xbox One. Please let us know if these two steps help improve the frame skipping.

    Cleared save data and even did a full reinstall of the game, but the issue still persists. It occurs in all areas and across all characters

    If you look at the individual frames it's clear that your camera location is translated to the right for a split second when you get the artifacts.

    You're still facing the exact same direction but the camera has been moved several meters to the right ...

    PS: Also note that the camera was moved far enough that the indicator icons for your followers are shown on the left side!
